Security Cooperation in ASEAN

Course Description

This course explores bilateral and regional cooperation among ASEAN member states in the field of security. Within ASEAN, this falls under the ASEAN Political-Security Community (APSC) pillar and is a key pillar in promoting regional peace and stability, as well as serving as a platform for consolidating ASEAN member states in conflict resolution. By understanding ASEAN security cooperation, students are expected to critically examine ASEAN’s role, opportunities, and obstacles. Specifically, students are expected to understand Indonesia’s role, opportunities, and obstacles as a strong ASEAN member.

This course is designed to provide students with a foundation for understanding and, at the same time, critiquing the history, foundations, development processes, prominent issues, and evolving dynamics within the context of ASEAN security cooperation. This includes conflicts between ASEAN countries, contemporary issues that have the potential to lead to conflict in the region, and security issues posed by external powers, such as the rivalry between the United States and China.


Expected Learning Outcome

  1. Knowledge and understanding of concepts and theories related to ASEAN studies, particularly those related to political and security cooperation in ASEAN.
  2. Ability to explain and examine the concepts, forms, structures, processes, objectives, and outcomes of security cooperation in ASEAN.
  3. Ability to critically analyze issues related to security cooperation in ASEAN.
  4. Ability to convey comments and ideas on security cooperation in ASEAN, both in writing and verbally.

This class is designed as an introductory course to diplomacy, focusing on "What is diplomacy?" (the subject of study) and "How is modern diplomacy conducted?" These two questions are answered by considering the changing nature of diplomacy in line with global changes. The advent of the digital era, where technology enables broader and cheaper access to cross-border communication media, has given rise to and empowered new actors who carry out diplomatic practices previously carried out solely by state diplomats. Today, state diplomats are rarely alone in the negotiation room, and are more often accompanied by other actors from the business sector, civil society organizations, academia, and others. Does this mean the end of traditional diplomacy?
