Political Corruption in the Global Context

Course Description

Corruption is one of the most serious problems, undermining the fundamental foundations of political, economic, and socio-cultural systems in almost all countries. It also threatens the sustainability and progress of development. Corruption takes various forms, from so-called petty corruption, often encountered in everyday life, to bureaucratic corruption, to corruption within the business world. In this lecture, corruption is examined in the political system. This is political corruption, which generally occurs during decision-making at the highest levels of a country’s political system.

Political corruption, initially understood as a “disease” of third-world countries, has become increasingly prevalent and is also found in developed countries. It is perhaps no exaggeration to say that today, almost all countries, with diverse political systems, are vulnerable to the onslaught of political corruption. Some authoritarian regimes that gained and maintained legitimacy through political corruption have collapsed, but others persist. Many national and international institutions, along with other elements of civil society, are combating political corruption because of its dangerous, damaging impact. In various cases, the scope of addressing political corruption has even transcended national borders. In short, political corruption has become a shared issue for the global community.

This lecture is designed to instill awareness of the dangers of political corruption and provide an opportunity to analyze various cases to identify accessible measures for combating it at various levels.


Expected Learning Outcome

  1. Explain what political corruption is.
  2. Explain issues related to political corruption, such as political, socio-cultural, economic, and legal systems; civil society; and democratization.
  3. Compare efforts to address political corruption nationally, regionally, and globally.
  4. Demonstrate competency in critical and analytical research skills.

This class is designed as an introductory course to diplomacy, focusing on "What is diplomacy?" (the subject of study) and "How is modern diplomacy conducted?" These two questions are answered by considering the changing nature of diplomacy in line with global changes. The advent of the digital era, where technology enables broader and cheaper access to cross-border communication media, has given rise to and empowered new actors who carry out diplomatic practices previously carried out solely by state diplomats. Today, state diplomats are rarely alone in the negotiation room, and are more often accompanied by other actors from the business sector, civil society organizations, academia, and others. Does this mean the end of traditional diplomacy?
