Abstract/Notes Due to 1999 Referendum in which the majority East Timorese voted for their independence, around 250.000 people fled what used to be Indonesian province to neighboring cities in West Timor, either willingly or forced. One of the largest camp was set up in Atambua, located in the center of Belu District. Some of these displaced people were facilitated to return to what had became the Democratic Republic of Timor Leste, while some remain living in Atambua as Indonesian citizen. As new comers and victims of political distress, they face imminent challenge of integrating into the society. This thesis describes the process of national integration in four dimensions, that is social, economic, political, and cultural, each with their own challenges. Cultural ties between locals and former East Timorese is an advantage, but not a guarantee that national integration will be achieved easily, and definitely cannot undermine the importance of the other aspects. National integration is also described as a multidimensional process which involves multiple actors. In this case, the three main actors are goverments (both local and central), local citizen, and former East Timorese. The role of all three actors in the national integration process are analized using the multidimensional nexus. The result shows that national integration process in Atambua has not went well throughout these years. Horizontally, the society did not move towards an integrated society, they are instead becoming more of a parallel society. While the government, not aware to the danger of this situation, tends to be less involved and let the society to be self-integrated.
