Abstract/Notes Immigrant is an issues that continues to be discussed in Australia. As we know that during this time Australia became one of the main destination country for asylum seekers. However, the country has a strict system in selecting candidates for asylum. It is intended to suppress and inhibit the presence of asylum seekers. The effort for emphasis numbers of asylum seekers is a manifestation of Australian fear against the threats coming from the north. And from Australia's perspective, we can see that this country considers if the asylum seekers as a threat. To stem the tide of this threat, Australia makes its neighbors as a bulwark leading threat defense from the Asylum Seeker. This is demonstrated by various collaborative effort of handling refugees as recipients of asylum. This cooperation is generally carried out in the form of temporary shelters. One of the measures taken by Australia associated with the making of immigrants is a strict policy of Australia, dated on July 19, 2013 in the form of cooperation with Papua New Guinea, the Regional Resettlement Arrangement (RRA) on asylum seekers that Australia will no longer put the boat people in the country. The government says the asylum seekers who arrive in the country without permission or visa, will be placed in Papua New Guinea or Republic of Nauru for permanent placement. RRA was formed during the reign of Kevin Rudd Prime Minister. The catchy thing then is the fact that the current administration has changed. The opposition formed the current government policy has now become the ruling party, which brought Tony Abbott as Prime Minister. Becomes interesting because in the practice of the Australian government, which carries both Rudd Labor Party and the Liberal Party that carries Abbott often have different views in addressing the problem, including when addressing the problem of asylum seekers at the time. But when Tony Abbott be elected the next prime minister, Abbott actually continuing the policy made by the previous Rudd. Tony Abbott also fully supports this policy with a stop the boat campaign and the operation of sovereign borders. To that end, this thesis will analyze why Tony Abbott continue Resettlement Arrangement Regional policy during his reign.
