Abstract/Notes Tourism is becoming a major concern for the economic development of the country. It is because the importance of tourism in International economy detected by 9% contributor Gross Domestic Product (GDP) global comes from the tourism sector, the sector also recorded in the 4th position after the export of fuel, chemicals and automotive products in international trade. For several countries, tourism is a source of new economy that can be used as a catalyst for economic development when they still have not a high capability to produce manufacturing sector. Japan is one country that is now trying to position the tourism sector into one buffer the economy due to the decline of the number of production and export of manufacturing at 3.5% in 2012. In 2013, the Government of Japan is more serious to attract foreign tourists. This is realized by the Olympic program in 2020 to attract 20 million foreign tourists to Japan by Prime Minister Shinzo Abe. To make it happen, the Japanese government collaborates with private companies issued two major policies to further condition the Japanese are more interesting. However, the policies known to led Japan to be more pleasant conditioning as a tourist destination of Southeast Asian societies. This becomes a big question related the most tourists donation for Japan is countries located in East Asia such as China, South Korea, Hong Kong. Based on the data that have been obtained, the author will try to answer what are the reason of Japan tourism policy orientation in 2013 is leading to Southeast Asia than in East Asia as the largest contributor to inbound tourist in Japan. Concept of PEST Analysis in Pemasaran Pariwisata Internasional Sebuah Pendekatan Strategis by Lionel dan Francois Vellas James Becherel will be used as the theoretical frameworks for the thesis.
